TQM in government?

People think badly of the Philippine government bureaucracy.  I cannot blame them as I also am not exempted from bearing the brunt of its inefficiency.  Until six years ago, I tried to instill TQM principles and practices in the National Statistics Office and had some measure of success.  However achieving and maintaining quality is a day-to-day struggle especially when the environment in government is not conducive for meaningful and manageable change.  While abroad I thought of abstracting what we had done in practice.  In retrospect some pointers that guided us were as follows:
